{"id":1195,"date":"2025-06-12T15:12:10","date_gmt":"2025-06-12T14:12:10","guid":{"rendered":"https:\/\/blogs.imperial.ac.uk\/natural-sciences\/?p=1195"},"modified":"2026-02-12T15:30:53","modified_gmt":"2026-02-12T15:30:53","slug":"influencing-global-policy-the-road-from-phd-research-to-global-policy","status":"publish","type":"post","link":"https:\/\/blogs.imperial.ac.uk\/natural-sciences\/2025\/06\/12\/influencing-global-policy-the-road-from-phd-research-to-global-policy\/","title":{"rendered":"Influencing Global Policy: the road from PhD research to global policy"},"content":{"rendered":"<p><em>The road from PhD research to global policy can seem long and winding, but for early-career researchers from Imperial\u2019s Centre for Environmental Policy (CEP), it often leads straight to some of the world\u2019s most high-stakes negotiation rooms.<\/em><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"209\" height=\"300\" class=\"size-medium wp-image-1197 alignright\" src=\"https:\/\/blogs.imperial.ac.uk\/natural-sciences\/files\/2026\/02\/Elsy-Milan-FoNS-Magazine-COP29-209x300.jpeg\" alt=\"Elsy Milan, COP 29\" \/><\/p>\n<p><!--more--><\/p>\n<p>From the fluorescent-lit halls of COP29 to the side-event stages at the UN ECOSOC Forum, CEP students are not only observing, but actively feeding scientific expertise into policymaking conversations. It\u2019s a part of academic life that few \u2013 even researchers \u2013 ever see. Here are three stories of young voices helping to shape global policy.<\/p>\n<h4>At the table<\/h4>\n<p>When Elsy Milan stepped into the Blue Zone at COP29, she wasn\u2019t there to spectate. Representing Lebanon as part of the Arab Group, she was thrust into one of the thorniest tracks of the climate negotiations: Article 6, the rules surrounding carbon markets.<\/p>\n<p>For a PhD student, it was an unusually frontline role. \u201cThey gave me the draft text and said, \u2018This is your block. Sit in the front. Listen, don\u2019t speak \u2013 yet,\u2019\u201d she said, \u201cEverything was on the fly.\u201d<\/p>\n<p>Elsy had earned the Lebanese delegation\u2019s trust over several years through her earlier involvement in the World Bank\u2019s Youth for Climate programme, her observer role at COP28 with Imperial\u2019s Grantham Institute, and the fact that her doctoral research aligned exactly with what Lebanon lacked: expertise in market-based climate policies.<\/p>\n<p>Her days at COP were relentless. \u201cThere\u2019s no fixed schedule. You check this internal system they call the \u2018CCTV\u2019 at 6am and suddenly you\u2019re running to a session at 8,\u201d she said. Negotiations often stretched late into the night. She remembers trudging through Azerbaijan\u2019s Olympic Stadium at 01.00, long after public transport had stopped. Her boots, she admits, weren\u2019t made for this. Her advice? \u201cNever wear heels to COP,\u201d she said.<\/p>\n<p>As a first-time negotiator, she said that her role is to cement Lebanon\u2019s commitment to the process: \u201cYou\u2019re part of a group, and that group\u2019s visibility matters. Sometimes just showing up is a kind of pressure.\u201d<\/p>\n<p>What Elsy found most valuable, however, was the two-way street between her research and the negotiations. \u201cYou see how countries respond to ideas like CBAM [Carbon Border Adjustment Mechanism] and how technical mechanisms clash with political priorities,\u201d she said. \u201cAnd you come back to your desk with new focus. Before COP, I\u2019d search for \u2018carbon markets\u2019. After COP, I was searching for \u2018CBAM impacts in Algeria\u2019.\u201d<\/p>\n<p>She\u2019s now preparing for the upcoming SB meetings in Bonn and, she hopes, a return to COP30. For Elsy, this is not a one-off. \u201cThis is part of my research life now. These spaces need researchers.<\/p>\n<h4>In the room<\/h4>\n<p>As a CEP PhD researcher, Marta Koch is focused on technological innovation in climate-vulnerable regions like the Arctic. She has taken a different path into the science-policy interface: part researcher, part consultant.<\/p>\n<p>\u201cI\u2019ve been to COPs, but also smaller UN meetings, like the Technology Executive Committee in Denmark and the ECOSOC Forum in New York,\u201d she said. \u201cIn those settings, you can really make your research visible.\u201d<\/p>\n<p>That visibility comes in the form of interventions: tightly timed statements (two to three minutes long) submitted in response to agenda items. The goal is to summarise your research, show why it\u2019s relevant, and get it included in the official UN reports that inform future decision-making.<\/p>\n<p>\u201cIt\u2019s essentially science communication under pressure,\u201d Marta said.<\/p>\n<p>This approach has opened doors: from follow-up requests for publications to building connections with policymakers for future collaborations, and even shaping her PhD. \u201cJust preparing for these interventions made me reframe my work. I had to think: \u2018What are my findings, and how do I make them usable?\u2019,\u201d she said.<\/p>\n<p>At the ECOSOC Forum, she chaired a side event exploring links between digitalisation, gender, and sustainable development, featuring speakers from UN offices and fellow PhD researchers from Imperial. \u201cSide events are powerful because they\u2019re where conversations happen across boundaries: academia, policy, civil society,\u201d she said.<\/p>\n<p>Still, Marta said that the work does not yield immediate results, despite the urgency of the problem. She said, \u201cPolicymaking is slow. But if your research isn\u2019t even in the room, it can\u2019t shape anything.\u201d<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"158\" class=\"alignright size-medium wp-image-1196\" src=\"https:\/\/blogs.imperial.ac.uk\/natural-sciences\/files\/2026\/02\/Elsy-Milan-and-MArta-Koch-FoNS-Magazine-COP29-300x158.jpeg\" alt=\"\" \/><\/p>\n<h4>Watching the gaps<\/h4>\n<p>At COP16 \u2013 the biodiversity COP held in Cali, Colombia \u2013 Chen Ly spent much of her time listening. A second-year PhD student studying gender equity in environmental governance, she attended as an observer through the Grantham Institute, alongside a handful of other Imperial researchers.<\/p>\n<p>Unlike the climate COPs, the biodiversity COP is smaller and less covered by media, but no less significant. It was also Chen\u2019s first time in an international policy space. \u201cI had no idea what to expect,\u201d she admits. \u201cThere was a schedule online, and I just tried to plan my days around side events that matched my research.\u201d<\/p>\n<p>She gravitated toward women\u2019s forums and Indigenous-led panels, often taking place outside the official negotiation rooms. What struck her was the lack of crossover. \u201cThese events were full of activists and researchers, but often not negotiators. And that felt like a disconnect,\u201d she said.<\/p>\n<p>The disparity became a key insight for her evolving research. \u201cWe talk about impact, but if marginalised groups are only talking to each other, how does that translate to policy?\u201d she said. \u201cIt made me think: what if we studied who\u2019s actually in the room at these conferences and whether that shapes the outcomes?\u201d<\/p>\n<p>Chen also noted how few UK-based academics were visibly active, despite the presence of research institutions. \u201cI think Imperial \u2013 and academia more broadly \u2013 could do more to be proactive in these spaces.\u201d<\/p>\n<p>Though she didn\u2019t present research this time, Chen is determined to return.
