Early warning systems can help communities prepare before danger arrives. Satellite data and Earth intelligence can show where flooding is spreading. Artificial intelligence can improve forecasts. Digital agriculture tools can help farmers respond to drought. Online platforms can connect decision-makers, scientists and emergency responders when timing matters most.<\/p>\n<p>But digital tools only help if the systems behind them are ready. If internet access is unreliable, data is hard to use or unavailable, institutions are under-resourced, or communities do not trust the technology being introduced, even the most advanced and innovative solution can fall short. In some cases, it can even make existing inequalities worse.<\/p>\n<p>That is the challenge at the heart of digital readiness and the focus of my work at Imperial College London\u2019s Centre for Environmental Policy in collaboration with the Department of Computing, Department of Earth Science and Engineering and Data Science Institute funded by the UN and UK government. As climate extremes become more frequent and severe, societies cannot simply rush to develop technologies. They also need to ask whether people, institutions and communities are prepared to use those technologies in ways that are fair, practical and sustainable.<\/p>\n<p>My research explores climate technology infrastructures and digital readiness for climate action and sustainable development. I look at the infrastructures that need to be in place for digital, AI and other emerging technology tools to support societies facing climate vulnerabilities in real-world settings.<\/p>\n<figure id=\"attachment_1251\" aria-describedby=\"caption-attachment-1251\" style=\"width: 300px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"225\" class=\"size-medium wp-image-1251\" src=\"https:\/\/blogs.imperial.ac.uk\/natural-sciences\/files\/2026\/07\/United-Nations-event-Credit-Marta-Koch-300x225.jpg\" alt=\"\" \/><figcaption id=\"caption-attachment-1251\" class=\"wp-caption-text\">Credit: Marta Koch<\/figcaption><\/figure>\n<p>The latest stage of this work was recently shared at two hybrid United Nations events in 2026 focused on UNSDGs 9, 11 and 13 and the 2030 Agenda. The <a href=\"https:\/\/unesco.org.uk\/news\/digital-on-the-edge-accelerating-digital-technology-readiness-for-climate-extremes\">first Geneva event<\/a>, led by Imperial College London, UK National Commission for UNESCO, WMO Group on Earth Observations (GEO) Cold Regions and EO4SDG Initiatives, UNESCO, UNU-MERIT and WIPO, took place in April 2026 at the Palais des Nations, Geneva as part of the United Nations Economic Commission for Europe (UNECE) Regional Forum on Sustainable Development with a focus on the UNECE region, and the<a href=\"https:\/\/sdgs.un.org\/sites\/default\/files\/2026-04\/V30 UN STI Forum 2026 Concept Note.pdf\"> second New York event<\/a>, led by Imperial College London, FAO, UNU-CRIS and the WMO\u2013ISC\u2013IOC-UNESCO World Climate Research Programme, took place with a global focus in May 2026 as part of the Multi-Stakeholder Forum on Science, Technology and Innovation for the SDGs (STI Forum) at UN HQ.<\/p>\n<p>I had the pleasure of leading both events which brought together expert speakers from across the UN system and attendees from across the UN system, national policymakers, academia, industry and civil society to discuss how digital technologies, AI, Earth intelligence and climate data infrastructures can support sustainable development in climate-vulnerable and climate-extreme settings, including:<\/p>\n<ul>\n<li>Dr Nikola Trendov (FAO), who spoke about digital agriculture, inclusive innovation and food systems resilience.<\/li>\n<li>Dr Nidhi Nagabhatla (UNU-CRIS), who highlighted ethical AI, participatory governance and the links between climate, health and digital transformation.<\/li>\n<li>Professor Cristiana Stan (World Climate Research Programme), who discussed how AI, machine learning, climate modelling and forecasting are changing climate science.<\/li>\n<li>Dr Samuel Partey (UNESCO), who focused on science cooperation and regional innovation partnerships.<\/li>\n<li>Dr Lili Wang (UNU-MERIT), who explored emerging technologies and innovation systems for climate technology development.<\/li>\n<li>Heather Jacobs (WIPO), who discussed climate technology innovation, intellectual property and access to adaptation solutions.<\/li>\n<\/ul>\n<h4>Climate extremes are already changing the rules for digital readiness<\/h4>\n<p>Climate extremes are no longer distant risks. Around the world, communities, cities, farms, infrastructure and ecosystems are already facing heatwaves, droughts, floods, Arctic warming and growing pressure on water, energy, transport and settlements.<\/p>\n<p>At the same time, AI, Earth observation, climate data platforms, forecasting tools and digital agriculture systems are creating new opportunities for adaptation and resilience. They can help identify emerging risks, support disaster preparedness, strengthen food systems, inform public health planning and guide climate science and technology policy.<\/p>\n<p>But these tools only work if people can access, understand and trust them. Digital platforms need reliable infrastructure, climate models need to be usable for decision-makers, AI systems need transparent governance and to be less resource-intensive, and datasets need to reflect the realities of the places they are meant to support.<\/p>\n<p>This is why my research focuses not only on digital innovation, but also on the wider systems and support infrastructures that allow it to succeed.<\/p>\n<h4>A novel global Framework for assessing #digital4climate readiness<\/h4>\n<p>A major focus of both UN events was the launch and demonstration of our novel Climate Extreme Technology Infrastructure Readiness Framework, developed through our research and stakeholder engagement work at Imperial College London and <a href=\"https:\/\/www.nature.com\/articles\/s43017-025-00737-z\">published in <em>Nature Reviews Earth &amp; Environment<\/em><\/a>.<\/p>\n<p>The Framework builds on an adapted Community Capitals Framework, NASA\u2019s Technology Readiness Level scales and physical and digital technology readiness dimensions and is informed by international policy frameworks such as the UNFCCC\u2019s Technology Mechanism, Paris Agreement\u2019s Article 10, ITU Green Digital Action and Green GovStack initiatives, UNEP Action Plan for a Sustainable Planet in the Digital Age, UNECE Aarhus Convention and the UN Sustainable Development Goals.<\/p>\n<p>By combining climate technology infrastructure and capacity mapping with geospatial data, the Framework shows where digital climate technology is already strong, where support is needed, and where new solutions could emerge. It maps existing assets, gaps, key stakeholders, and the partnerships or investments needed next. This matters because climate technology is not only about hardware, software or data. It also depends on people, institutions, governance, financing, skills, trust and long-term maintenance. For example, a government agency may want to use AI for climate planning but lack clear governance rules, while a community may hold deep knowledge of local climate risks but have little influence over the design of digital tools.<\/p>\n<p>Our new science-informed Framework Implementor Coalition will help take this work forward by bringing together partners across policy, research, industry and civil society to apply, test and adapt the Framework in climate-extreme environments.<\/p>\n<h4>Why digital inclusion is critical<\/h4>\n<p>One of the strongest themes across both events was inclusion to tackle the digital divide. Digital readiness cannot simply mean building faster, smarter or more advanced tools. It also has to mean building data systems that work for different communities, especially those most exposed to climate risks, such as children and young people, women, Indigenous knowledge holders, local communities, marginalised groups and people living in low-resource or infrastructure-stressed settings. These groups are often described as beneficiaries of climate technology, but they are also essential sources of knowledge and practical insight.<\/p>\n<h4>Turning the Framework into action<\/h4>\n<p>The process of developing and refining our Framework has shown how effective digital and AI climate tools cannot be designed from a distance and then dropped into these climate-vulnerable communities, especially with the enormous environmental and resource-use cost we know them to have. They need to be shaped by people who understand local risks, histories, capacities, data privacy concerns and environmental impact. Responsible digital readiness means thinking about these questions from the start of the AI research and development process and lifecycle. Digital readiness is not about technological innovation alone.
